Belgian Pro League side Royal Charleroi Sporting Club have moved a step closer to securing the signature of Golden Arrows midfielder Isaac Cisse after reaching an agreement in principle with the Durban-based club over the teenager’s transfer.
FARPost has established that Charleroi have now met Arrows’ valuation of the player after returning with an improved offer following the rejection of their initial proposal.
The two clubs are finalising the remaining details of the transfer, with personal terms agreed and the payment structure between the clubs understood to have been settled.
However, the transfer remains subject to the player obtaining the necessary work permit and residence authorisation in Belgium, as well as the completion of the remaining administrative formalities.
The Belgian outfit reportedly proposed a series of performance-related incentives to sweeten the deal. Arrows would receive additional payments if Charleroi qualified for the group stages of a European interclub competition, provided the Ivory Coast youth international started at least 50 per cent of league matches during the relevant campaign.
Further incentives are tied to the player’s individual performances, including bonuses for goals, assists, and appearances. Arrows would also be entitled to five per cent of any future profit realised by Charleroi on a subsequent transfer.

Charleroi’s persistence appears to have paid off after their intensive pursuit, which included sending scouts to South Africa to assess the Abidjan-born star in person. Having been impressed by his performances, the Belgian club intensified negotiations.
Cisse attracted significant interest following a standout debut campaign in the Betway Premiership. Orlando Pirates, Kaizer Chiefs and Egyptian giants Al Ahly were all among the clubs that monitored his situation and explored the possibility of signing him.
However, sources close to the player have indicated that the Ivorian midfielder’s priority was always a move to Europe should he leave Arrows. Despite interest from some of the continent’s biggest clubs, Cisse was determined to pursue an opportunity abroad and continue his development in a European league.
The midfielder enjoyed a remarkable breakthrough season under Manqoba Mngqithi, establishing himself as one of Arrows’ most influential players despite his age. He made 26 appearances across all competitions and scored five goals.
Barring any unforeseen delays in securing the necessary documentation and work permit, Charleroi are expected to complete the transfer and hand Cisse the European move he has long desired.
